New SENT System Requirements in Poland from July 1, 2024

The SENT system is mandatory for foreign cars. From July 1, 2024, foreign transport companies must comply with the new regulations of the SENT system in Poland. The new requirements provide an obligation to report transport not only for sensitive goods, but also for all other types of cargo. Before you start traveling in Poland, the transfer must be reported in the SENT system and you will receive a reference number. Carriers must also provide vehicle geolocation data. Not reporting a ride or missing GPS data can result in fines between PLN 10,000 (≈ €2,300) and PLN 20,000 (≈ €4,600), making compliance with the new requirements extremely important. What is the SENT system? The Electronic Transport Control System (SENT) is a system for registering and monitoring the transport of sensitive goods such as motor fuels, biodiesel, lubricating oils, thinners, contaminated alcohols, vegetable oils, solvents and dry tobacco. Any transport company that transports sensitive goods must report this fact in the SENT register. How does SENT work? Access to SENT is provided through the e-Transport service of the Tax and Customs Services Electronic Services Platform (PUESC). Only an individual can open an account in PUESC. In the case of business entities obliged to carry out activities in the SENT register, this can be, for example, an employee of this entity with the appropriate authorization. For sending and receiving entities, an advanced level of access to PUESC is required, while carriers can only have a basic level of access. Products and goods subject to SENT monitoring The catalog of goods is defined in the Law on the Monitoring System of Road and Rail Transport of Goods and Trade in Heating Fuels and includes goods such as ethyl alcohol, heating fuels, dry tobacco, medicinal products, foods for special nutritional purposes and medical devices. From 12 January 2024, SENT covers the transport of 11 types of waste, including waste paints and varnishes containing solvents or other hazardous substances. What information should the report to the SENT system include? The report to the SENT system includes information about the sending and receiving entity, the goods and the route. After completing and sending the form to the registry, a SENT number (valid for 10 days) and three authentication keys are generated for each of the participants in the process (sender, carrier and receiver). SENT support in ERP systems The Comarch ERP Optima and Comarch ERP XL systems provide the ability to generate and send goods transportation notifications to the SENT system from the sending entity and the receiving entity. These ERP systems greatly facilitate and speed up the reporting process by eliminating the need to manually fill out forms in PUESC.
