The expansion of the toll road network in Poland: What changes are the carriers expecting?

The Polish government has announced the expansion of the country’s toll road network, which has not been updated since 2017. The new move aims to increase toll revenue by adding newly built sections of motorways and expressways, a continuation of a policy introduced in 2011. Although the initiative is supported by the government as a means of fair distribution of infrastructure costs, it raises serious concerns among Polish transport companies.

What does the new toll system provide?

The toll network is expected to generate an additional PLN 1.2 billion (approximately €278 million) in the first year, but maintenance and toll collection costs will also rise. The expanded network will include a number of key routes, such as the A1 and A2 motorways, expressways such as the S1, S2 and S7 and many other important transport corridors in Poland.

The system will be in force in November at the earliest, and the new toll sections will apply to vehicles weighing more than 3.5 tonnes. According to the Polish government, this will contribute to a fairer distribution of the burden between regions and level the playing field in the transport sector.
